This session will introduce advocates to the patchwork of programs that make up New York’s Medicaid program. We will discuss financial eligibility for the most widely utilized programs, and look at some case examples that utilize a valuable budgeting device known as spend down. We will then go over some of the recent changes in New York’s program – highlighting those changes that pose implementation problems, as well as other issues that pose barriers to accessing health coverage.
