Memo of Support: Create More Subsidies for Low Income Working Families

The Federation of Protestant Welfare Agencies (FPWA), Empire Justice Center, The Center for Children’s Initiatives, and The Legal Aid Society strongly support A.4829 (Titus)/ S.1938 (Avella). This legislation would amend the social services law, modifying the exemption from welfare work requirements for a parent or caretaker relative of a child up to age one in social services districts that do not have enough funding to serve all eligible families.  Critically, the exemption would allow low income working parents with children to remain employed.
