Empire Justice Memo of Support: Child Day Care Cost Study

This bill directs the Commissioner of the Office of Children and Family Services (OCFS) to conduct a study to evaluate the actual costs associated with the provision of child day care services.  It would require OCFS to contract with an external research organization to evaluate the cost of providing child day care in New York State in at least three types of child care: centers, family and group family child care.  The study would look at all regulated care as well as the costs associated with maintaining each level of rating under the QUALITYstarsNY system.

QUALITYstarsNY is a comprehensive initiative to ensure that young children - the 1.5 million New Yorkers under age six - have the opportunity for high quality early learning experiences.  QUALITYstarsNY is a quality improvement and recognition system.  It is designed to recognize programs that demonstrate quality above and beyond meeting New York's regulatory standards.  QUALITYstarsNY has five rating levels and four categories of standards.  The four standards categories are: Learning Environment, Family Engagement, Qualifications and Experience, and Leadership and Management.

This bill will help assess the true cost of providing child care and will be an important tool in setting appropriate market rates for child care providers, a biennial requirement set by state regulation.  Finally, this study will provide critically important cost information that is necessary to make QUALITYstarsNY a success.
