Empire Justice Letter to Governor Cuomo: Sign Legislation to Giving Families Time to Plan for a Change in their Child Care Subsidy

Re: A.3498-a (Peoples-Stokes)/S.5743 (Grisanti/Montgomery)

Dear Governor Cuomo,

The Empire Justice Center writes in strong support for A.3498-a/S.5743.  This bill will amend §34-a of the Social Services Law, by adding a new subdivision 9 which incorporates the 60 day notice requirement.  When social services districts reduce eligibility levels for child care subsidies or increase parent copayments, parents become unable to afford to send their children to regulated child care and child care providers face financial instability because of an unexpected loss of slots.  The goal of this bill is to give both parents and small business child care providers more time to plan when child care subsidies are cut.  Currently, less than 10 days’ notice is provided.
