The Language Access Resource Center

The Language Access Resource Center (LARC) provides information and resources about the rights of Limited English Proficient (LEP) individuals. It describe the federal and New York State laws prohibiting discrimination against LEP individuals and the obligations of recipients of federal funding to ensure meaningful access.

Each LEP topic includes studies, reports, and documents describing state and federal agency obligations to provide language assistance services to LEP individuals.   Read More

New York’s First Cross Agency Language Access Policy

In April 2007, Empire Justice Center sent a memorandum to the New York State Office of Children and Family Services (OCFS) and the Office of Temporary and Disability Assistance (OTDA) which described how many states have a cross agency language access policy to serve their limited English proficient (LEP) applicants and beneficiaries. The memorandum outlined the components of an effective policy and recommended the creation of a cross agency LEP workgroup. Read More
